Commencement certificate is a certificate and an official
document issued by the local Town planning or Municipal Authorities to
allow or permit the builder to begin construction or work, once all norms, licenses,
permissions and consents have been obtained from the concerned or appropriate
statutory authorities. Unless the commencement certificate is granted or
issued, the builder cannot start or begin the construction, if he does begin or
start the construction, without obtaining the Commencement Certificate, the
construction may be termed as illegal.
